Simplify compliances to avoid harassment of citizens, says PM Modi

Underlining that it is important to focus on reform, perform, and transform, PM Narendra Modi asked states to simplify the compliances which often lead to harassment of citizens, according to a statement by the PMO.

Addressing the 4th National Conference of Chief Secretaries in Delhi Sunday, Modi said that the greater benefit of this conference was that ‘Team India’ had come together for discussion with an open mind and worked together for a Viksit Bharat, it said.

“The PM observed that pro-people proactive Good Governance (P2G2) is at the core of our work through which we can achieve the vision of Viksit Bharat,” the PMO said in a statement.

The conference, held from December 13-15, saw discussions around the theme of ‘Promoting Entrepreneurship, Employment and Skilling – Leveraging the Demographic Dividend’, it said. The conference stressed special themes which included manufacturing, services, rural non-farm, urban, renewable energy, and circular economy, it said.

The statement said that the PM appreciated the advent of start-ups, especially in Tier 2 and 3 cities, and asked states to encourage innovations and work towards providing an environment where start-ups can flourish. He also urged the states to identify locations suitable for entrepreneurs in smaller cities and take initiative to connect them with the banking system, provide logistics and facilitate them, it said.

“The PM also asked the states to simplify the compliances which often lead to harassment of citizens. He urged the participants that states should reform the governance model in such a way as to encourage citizen participation or Jan Bhagidari,” it said.

The PM also directed states to explore concepts of Viability Gap Funding for recycling e-waste, it said, adding that this was particularly important as with increasing data and a tech-driven society, digital waste will increase. “Converting e-waste into a useful resource will lessen our dependence on import of such material,” it said.
