High Court summons Chandigarh SSP over contradictory threat perception report

Finding a recent threat perception report concerning a High Court judge “contradictory” to earlier submissions, the Punjab and Haryana High Court has summoned the Senior Superintendent of Police (SSP), Security and Traffic, Chandigarh Police.

The court was hearing a suo motu matter related to an incident in Amritsar where a man shot himself using the pistol of an Assistant Sub-Inspector (ASI) assigned to the judge’s security. Following the incident, the High Court had ordered the deployment of 3–4 Central Reserve Police Force (CRPF) personnel for the judge’s protection.

The incident occurred on September 22, 2024, at the Golden Temple in Amritsar. A man snatched the pistol from the ASI accompanying the judge and used it to take his own life.

During the hearing, a threat perception report dated January 9, 2025, was submitted in a sealed cover by the SSP, Security and Traffic, Chandigarh. The report suggested that the threat to the judge had “heightened.” However, the bench, comprising Chief Justice Sheel Nagu and Justice Sudhir Singh, found the report contradictory to submissions made by the Chandigarh Administration’s counsel on November 27, 2024.

The court directed SSP Sumer Partap Singh to appear in person at the next hearing.

Separately, a report on the investigation into three related FIRs, submitted by Haryana Police in a sealed envelope, was also reviewed.

FIR No. 44 (September 23, 2024) concerning the blockage of the Barnala-Moga Highway and FIR No. 118 (September 26, 2024) related to mobile theft were noted to be nearing completion, though charge sheets had yet to be filed.

• FIR No. 117 (September 22, 2024), regarding the firing incident at the Golden Temple, has concluded, with a closure report prepared but not yet submitted to the court.

The matter has been adjourned for further proceedings.
