The Haryana government is set to regularise contractual employees who have served over 20 years in various state departments, boards, and corporations. The decision was announced at a cabinet meeting on November 28, chaired by Chief Minister Nayab Singh Saini.
The Punjab and Haryana High Court was informed about this development during the hearing of a petition filed by Yamunanagar resident Om Prakash and others. The petition sought the creation of permanent vacancies for posts held by long-serving contractual employees in Haryana government offices.
The High Court had earlier directed the state government on March 13 to regularise contractual employees with over 20 years of service. However, the directions could not be implemented due to the imposition of the Model Code of Conduct for Lok Sabha and Vidhan Sabha elections. Following this delay, the High Court issued a contempt notice to the government, urging compliance with its orders.
Currently, there are approximately 1.28 lakh contractual employees working in Haryana’s various government bodies, alongside 2.7 lakh regular employees. Despite this, 1.8 lakh posts remain vacant.
Ahead of the Vidhan Sabha polls, the state government began drafting a policy to regularise contractual workers. On July 26, a meeting was held to form a committee comprising senior IAS officers to define the criteria for regularisation.
Senior officials have indicated that orders for the regularisation of these employees are likely to be issued before the end of the year.
