The Delhi Police Saturday arrested a man from Kupwara in Jammu and Kashmir for his alleged involvement in multiple cheating cases after a “detention order” was issued against him on December 13.
Bilal Ahmad Lone, 33, who the police said is a habitual offender and cheat, was arrested by the Delhi Police Crime Branch.
Vikram Singh, Deputy Commissioner of Police (Crime Branch), said Sunday Lone, had been on the run.
“He was suspected of defrauding numerous individuals by promising bank loans for vehicle purchases, especially targeting para-military personnel posted in Jammu and nearby areas. He either used to obtain loans in the name of para-military officers or used to sell vehicles to them which were taken by him on loan from ba ank by preparing forged NOC purported to be issued by the Bank,” said Singh.
The detention order under the Jammu and Kashmir Public Safety Act, 1978, by the district magistrate of Anantnag, was also approved by the Government of Jammu and Kashmir (Home Department) on December 17. “Based on intelligence from the Anantnag police, a team from the Delhi Police Crime Branch led by Inspector Gaurav Choudhary under the supervision of ACP Pankaj Arora was tasked with locating Lone in Delhi, and after two days of technical surveillance and ground operations, the team located him near Jama Masjid in Delhi on December 21,” said Singh.
Singh said though Lone initially resisted arrest and tried to create a scene, he eventually acknowledged the legal proceedings against him and confessed to absconding after learning about the actions initiated against him in Jammu and Kashmir.
Lone who has been linked to 14 FIRs in the Union Territory, including cases under sections related to cheating, forgery, and fraud, was arrested by the Crime Branch under Section 35(1)(b)(ii)(j) of the Bharatiya Nagarik Suraksha Sanhita (BNSS). “Seven debit cards belonging to CRPF personnel were recovered from his possession,” said Singh, adding that further seizures include multiple stamps used in his fraudulent activities, along with two J-K Bank chequebooks and passbooks, a laptop, a smartphone and his personal documents like Aadhaar card, driving license, and PAN card.
“Lone’s arrest has been communicated to the police station concerned in Anantnag in Jammu and Kashmir. A team from J-K Police is en route to take custody of the accused,” said Singh.
